As officially suggested by State Corporation for Nuclear Energy "Rosatom" (out. №1-13/12160 от 06.04.2012) regarding restoration of the status quo of Atommash OJSC through the implementation of Project-A, YACONTO LLC has sent according Statements to the Federal Agency for State Property Management - "Rosimuschestvo" (ref. №120614-A01 from 14.06.2012 and ref. №120702-A01 from 02.07.2012).
In particular, the said Statements indicate that the implementation of Project-A will provide a successful solution of problems and challenges faced by Russia in the interests of the state, society and business. It will restore the status quo of Atommash OJSC and bring back 30% of its shares to the State, as well as ensure payment of all its debts to third parties and oblige the guilty to compensate for the inflicted damage. The State will accumulate the controlling stake in Atommash OJSC through exchanging the 28.5% interest owned by YACONTO LLC for property agreed with investors and partners. The interest accumulated by the State in Atommash OJSC and other assets, obtained as a compensation for the damage dealt to Atommash, may be transferred to an appropriate trust authorized by the state to carry out the development of nuclear engineering and implementation of socio-economic programs in Russia and abroad. Those Statements also imply that the implementation of Project-A can lead to a consensus for practically all opposing parties and satisfy the demands of all parties concerned, solve all conflicts, disputes and claims by using an unprecedented know-how framework.

YACONTO LLC received two cynical formal replies of anti-state content from Rosimuschestvo, which prompted us to appeal to the Russian President Vladimir Putin with a Statement of YACONTO LLC (out. №120815-А01 of 15.08.2012), which states, inter alia, the following:
"Rosimuschestvo’s anti-state replies (№DP-13/26669 of 13.07.2012 and №13/30986 of 03.08.2012) to YACONTO LLC lead us to a conclusion that in Russia it’s impossible to restore the rule of law in regard to the State itself and YACONTO LLC without force majeure, since the entire governmental bureaucratic machine works under the framework of rigid corruption and “mutual responsibility”, which goes all the way up to the Supreme leadership of Russia. Rosimuschestvo’s formal replies to YACONTO LLC grossly violate the rights of the State itself and contradict the reply of Russian Ministry of Economic Development to the Russian State Duma №1824-AP/D06 of 11.02.2010, which clearly expressed a constructive position regarding the property, illegally expropriated from the State. This proves that officials from Rosimushchestvo do not fulfill their duties to protect the property rights of the State and thereby cause great damage to economic security, defense and statehood of Russia".

In response to the Statement of YACONTO LLC (out. №120815-A01 of 15.08.2012), addressed to Russian President Vladimir Putin, instead of answers on the merits to the issues of federal significance asked to the Supreme leader of the State, we received a strange Letter from the North Caucasian Federal District Headquarters of the Investigative Committee of Russian Federation (out. №301/23-4686-12 of 05.09.2012, sent by post on 14.09.2012 and received on 19.09.2012), which was addressed to a physical person, and not the President of YACONTO LLC. This trivial Letter is a classic example of a vague bureaucratic come-off, for which nobody would be held liable for beinf inactive where professional duty demands defending the core interests of the State and the Citizens of Russia.
The said Letter became a basis for YACONTO LLC to address the Russian President Vladimir Putin with a Complaint (out. №120924-А01 of 24.09.2012). Bastards surrounding the Guarantor of Russian Constitution know very well, what would happen to them if Putin learns the shocking details of the "behind the scenes" conspiracy and participation of those corrupt mongrels in the deliberate disruption of the investigation of Atommash OJSC premeditated bankruptcy. Besides, those "exemplars" from the Presidential Executive Office and Russian Government, using their lawless accomplices and administrative resource, do their best to prevent any information about positive activity of YACONTO LLC from reaching the Head of the State. This is a legitimate basis for publishing information about this riffraff, name by name, and the crimes they committed against Russia and its Citizens in the independent mass media. This is why, in its Complaint, YACONTO LLC urges the Russian President Vladimir Putin to provide appropriate answers to the issues of special federal significance raised in the Statement of YACONTO LLC (out. №120815-A01 of 15.08.2012). YACONTO LLC also asks the President to evaluate the vague come-off, which we received from the North Caucasian Federal District Headquarters of the Investigative Committee of Russian Federation, and the activity of the staff of law enforcement agencies, from a legal and an administrative perspective.

Mysterious disappearance of the Statement of YACONTO LLC (out. №120815-A01 of 15.08.2012), addressed to Russian President Vladimir Putin personally, from the Presidential Directorate and the 3 (three) letters of trivial and casuistic content YACONTO LLC received from the state authorities, prompted YACONTO LLC to appeal to the Guarantor of Russian Constitution with another Statement (out. №121009-A01 of 09.10.2012) with extensive information.
Instead of a reply “on the merits” to the Statement of YACONTO LLC (out. №120815-A01 of 15.08.2012), there came a strange Letter (out. №301/23-4686-12 of 05.09.2012) from the North Caucasian Federal District Headquarters of the Investigative Committee of RF. It became a basis for a reasoned Complaint of YACONTO LLC (out. №120924-A01 of 24.09.2012) sent to the President of Russia. Imagine our surprise when YACONTO LLC received a Letter (out. №A26-02-564690 of 27.09.2012) from the Presidential Directorate, which was equally strange. It says, literally, the following: “Your mail in written form to the President of Russian Federation has been reviewed. We would like to inform you that your appeal ref. №120815-A01 of August 15th, 2012 has not been received by the Presidential Directorate for correspondence from citizens and organizations”. And the content of the Letter from the General Prosecutor’s Office of Russia to YACONTO LLC (out. №69/1-349-2011/On1249-12 of 27.09.2012) received on the same day does not correspond to matters of national importance set forth in the Statement of YACONTO LLC personally to Russian President (out. №120815-A01 of 15.08.2012), as the Guarantor of Constitution, either.
It follows from the above that all 3 (three) aforesaid Letters of trivial and casuistic content from the state authorities are a classical example of vague bureaucratic come-offs, for which nobody is going to be held liable – liable for inactivity in the situation where professional duty demands protection of the vital interests of the State and Citizens of Russia.

YACONTO LLC received a Letter (out. №7/3-2491-02 of 31.10.2012) from the General Prosecutor's Office of RF. They inform that, according to the Statement of YACONTO LLC (out. №120815-A01 of 15.08.2012), received from the Presidential Administration, the General Prosecutor's Office continues to inspect bankruptcy and forced liquidated of Atommash OJSC and other matters. Strange, though - contents of the Letter from the General Prosecutor's Office and the Letter from the Presidential Directorate (out. №A26-02-564690 of 27.09.2012) to YACONTO LLC contradict each other.
The Letter from the General Prosecutor's Office of RF (out. №7/3-2491-02 of 31.10.2012) says, in particular, that law enforcement agencies did not manage to conduct the procedural inspection in reasonable time due to impossibility to obtain several documents on the financial and economical activity of Atommash OJSC, and to interview several persons on the matter of the bankruptcy of the said company. It is also said that the inspection goes on, and its process and results are being controlled.
Meanwhile, participants of this largest anti-state crime in Russia and their high-ranking patrons on Federal level continue doing their best to prevent the investigation of the premeditated bankruptcy and liquidation of Atommash OJSC on the basis of the Resolution №6(289) of 22.02.2002 issued by the College of the Audit Chamber of RF. The state criminals and their abettors persistently "question" the conclusions of the scrupulous, independent audit of the Audit Chamber of RF, appealing to "rubber-stamp" Resolutions of the Volgodonsk police, prepared by young police lieutenants (trainees) with the participation of real "bison" of law enforcement agencies, covered at a high level of state power.
It's interesting that the law enforcement agencies of Volgodonsk city of Rostov region insist that the College of the Audit Chamber of RF issued an "unfair" Resolution №6(289) of 22.02.2002, violating the Law of RF. Then, who stopped them from legally challenging it within 2 (two) years and thereby protect the "esprit de corps" in the interests of the Russian MOI? Reality was different. Creating a semblance of an "inspection" of the premeditated bankruptcy of Atommash OJSC under YACONTO LLC's appeals, the Volgodonsk police, acting in the interests of "interested persons", waited patiently for the documents on financial and economical activity of Atommash OJSC to expire. Then, referring to the Order of the Russian Ministry of Interior №615 of 19.11.1996 (that is, if the Reference OM-2 of Volgodonsk police dated 15.04.2004 is true), on 16.04.2004 they officially informed YACONTO LLC that documents of Atommash OJSC required for verification have been destroyed. Thus, the aforesaid Reference has been prepared 1 day before the Resolution of the Volgodonsk police "not to institute criminal proceedings" of 16.04.2004 jas been issued. Moreover, for 5 (five) years since the College of the Audit Chamber of RF issued its Resolution №6(289) of 22.02.2002, within the retention period of the documents on activity, bankruptcy and forced liquidation of Atommash OJSC inspected by the Chamber, law enforcement agencies of Volgodonsk and Rostov region never addressed this Supreme Audit Institution of the State with any questions or appeals.

The aforesaid and many other facts of unlawful activity of corrupt officials and their accomplices from law enforcement, investigative, supervisory, controlling and judicial authorities in Russia, who are linked by "mutual protection" and act in the interests of the "ruling elite" and their monopoly business partners, prompted YACONTO LLC to appeal to the Russian President Vladimir Putin.
