On 20.08.2003 I had a business meeting in Krasnodar with the Governor of Krasnodar Territory Alexander Tkachev and his First Deputy Alexander Remezkov; we discussed the matter of implementation of the YACONTO Integrated Program. On the meeting I presented confidential documents and plans of deployment of the "Commercial Black Sea port YACONTO" and the Tuapse Naval Base with their single industrial, transport and social infrastructure in the Tuapse region. Governor Tkachev told me that he is familiar with the Program and fully supports its implementation, since it is needed for the socio-economic development of Krasnodar Territory and Southern Russia in general, and also in order to ensure the country's defense capability and security in Azov - Black Sea basin. He also openly told me that the Program is so large-scale and multidisciplinary that only Russian President Vladimir Putin can make a final decision for its implementation. As a result of the meeinf, the Governor of Krasnodar Territory Alexander Tkachev wrote a Letter to YACONTO LLC (out. №1-02/447 of 20.08.2003).
