YACONTO LLC continues to dispel cynical and deceitful propaganda of those who oppose the development of Russia’s economy found in the article “Expansion of exteriors”, posted by the Tuapse bug on www.tuapse.ru on 28.20.2007. Let us remind you that a part of unmasking information has already been published in the following articles: “A bug form Tuapse”, “Absurd lies of the Tuapse bug” and “Vicious circle of the Tuapse bug”.

In his lampoon, the petty “Tuapse bug”, as if possessing “certain” information, shamelessly mentions Viktor Chernomyrdin who, allegedly, familiarized himself with “some” YACONTO’s materials on the construction of a new seaport in Southern Russia with an annual transshipment volume of over 100 million tons of cargo and a naval base for the Russian fleet, and said: “Build it, but I’m not giving state guarantees”. This is an absurd statement; YACONTO never contacted Viktor Chernomyrdin concerning the construction of the said objects, during the period when he was the Prime Minister of Russia.

Besides, Chernomyrdin, who retired a few months before the default declared in Russia in 17.08.1998, could not have possibly known about the figure of 100 million tons of cargo which was not exposed until late 2003. Before that, the projected transshipment volume was 60 million tons per year. This figure was specified in the Declaration (Petition) of 12.11.2002 of the intent to construct the «Commercial Black Sea port YACONTO» in Tuapse region of Krasnodar Territory developed by FSUE CRIST (St. Petersburg) at the request of YACONTO LLC. The figure of 60 million tons was based on information officially provided to YACONTO BY SRPDI MM “Soyuzmorniiprojekt” (Moscow) and did not take into account the growth of transshipment of 40-ft containers on world markets in the next 20 years. Hence, this figure was lower than the real demand for cargo handling in Southern Russia.

Back in autumn 2001, fundamental disagreements arose between the management of YACONTO LLC and the chief engineer of SRPDI MM “Soyuzmorniiprojekt” M.A. Trotzky regarding volume of 40-ft containers required for handling of cargo via Southern Russia ports. Trotzky claimed that the demand does not exceed 200 thousand containers per annum, while YACONTO LLC defended a much bigger number. Already in summer of 2003, Trotzky reported a new projected value of 1.4 million tons per year by 2015. YACONTO LLC believed that the forecasts for a major complex like the “YACONTO Port” must take into account Russia’s economy growth till 2030 at the very least.

Hence, after conducting analyses and marketing researches of the world markets of goods and services, in late 2003 YACONTO LLC specified an updated figure of 100 million tons per year in its official documents and materials. Besides, this volume was aligned with potential investors and strategic partners of YACONTO LLC who were not named in the documents as a precaution. Only a brief summary, not revealing the relationship of the parties, was given. The reason for that is leakage of information from the officials.

Corrupt officials in Russia are not responsible for the leakage of information and commercial secrets in the clear interest of their “business partners”, some of who are competitors of YACONTO LLC and oppose the nongovernmental investment YACONTO Integrated Program. A negative role is played by the Russian Minister of Transport Igor Levitin and his “adventure team” members who should, above all, protect the interests of the country, instead of serving their “business partners” who hunt for information about world markets and possible sources of funding. The “Highwayman Minister” article published in the “Ogoniok” magazine (out. № 31(5109) of 14.12.2009) explains where Levitin comes from.

The “Tuapse bug”, having no documents with YACONTO’s appeals to Viktor Chernomydrin regarding the governmental support for funding of some “mythical program” on the Black Sea coast of Krasnodar Territory (because such documents never existed), deliberately puzzles the reader, cooking a “salad” from bits and pieces of different documents. Having received “freedom of speech” in the internet, the deceitful “bug”, who tries to appear to be “one of the lads”, wanted to become famous on the web. The CD mentioned in the article “A bug from Tuapse” contains Orders of the Russian Government dated 1994 and signed by Viktor Chernomyrdin, regarding an allocation of loans from the federal budget to Atommash OJSC. The CD also contains documents which testify that the loans never reached Atommash directly, but instead were simply stolen, and nobody from the state authorities and controlling agencies was held responsible for that. Strange, isn’t it – why does the “Tuapse bug” ignore such important facts, while the communication around Atommash was the core topic of communication between YACONTO companies and the Russian Government in the 1990-s.

If Evgeny Primakov wasn’t forced to resign from his Prime Minister’s position by the Russian President Boris Yeltsin as a result of calumny from the latter’s “inner circle”, major changes for the better would have occurred in the economy. But then again, one would have to free up 100.000 plank beds “up the river” for corrupt officials, where those who were thrown into prison for up to 5 years for stealing a sack of potatoes, two chickens and a purse with a trifle, languished.

It’s also a telling fact that the “Tuapse bug” did not “tell the world” that on the basis of a request of the Russian State Duma of 21.10.2000, the Audit Chamber of Russia audited the bankruptcy of Atommash OJSC and found that, with the complicity of officials, the state suffered colossal material damage. In particular, the state was deprived of 30% share in Atommash OJSC. As a result of the audit, the College of the Audit Chamber issued a Definition №6(289) of 22.02.2002, which was blocked in the Russian State Duma itself, in the Government and the Presidential Executive Office.

For reference: the Soviet Union has spent 12 billion rubles, or 17.8 billion U.S. dollars by the official exchange rate on 01.01.1981; over the last 30 years the inflation coefficient for the U.S. currency, as of 01.01.2010, is 6.9. It’s not a coincidence that, eleven days before Russian Prime Minister Vladimir Putin’s visit to Volgodonsk for a ceremony of opening the second power unit of the Rostov NPP scheduled for 18.03.2010, a dozen “provocative websites”, including www.tuapse.ru, simultaneously published a forged letter of the-so called SEA TRUST ltd. More detailed information can be found in the article “The bug from Tuapse” on www.yaconto.com. It seems that someone was deeply concerned about the fact that YACONTO LLC will make use of Putin’s visit to Volgodonsk where, within 14 kilometers of the Rostov NPP, the legendary Atommash is located. There’s much talk with obvious indignation going on about foreign countries applying “double standards” for Russia. The fact that in Russia itself, same “double standards” have become a norm of Law and morality is being ignored.

The “treatise” called “Expansion of exteriors” is full of the “Tuapse bug’s” wishful thinking. For example, he took texts of the letters from the Head of Administration of Tuapse city A.P. Ladatko and Head of Administration of Tuapse region A.M. Bobryshev to YACONTO LLC dated 1993, which are openly published on www.yaconto.ru, and, deliberately distorting individual phrases and words, created a deceitful libel. In fact Ladatko and Bobryshev wished that Tuapse city and Tuapse region directly participated in a large-scale program for construction of a new modern commercial seaport and a new city area. This was plain to see. They were driven by a genuine desire to contribute to socio-economic development of their region.

And if we take into account Russia’s severest economic situation in the 1990-s and the reluctance of many foreign companies to participate in the funding of major long-term projects in an unpredictable country, the desire of many regional leaders to implement such projects on conditions favorable for the country is totally understandable. At the same time we must keep in mind that, unlike many private-owned Russian companies at the period, YACONTO companies had real possibilities of partnership with leading international companies. This is confirmed by several documents published on www.yaconto.ru. Sadly, the bureaucratic system of the Krasnodar Territory hampered local initiatives. But to some extent it was justified, since the Krasnodar region – is not only the South of Russia, but also the area that borders with the sovereign independent states, and as such is in the center of attention from the geopolitical, military-strategic and economic perspective, and in particular, from countries unfriendly to Russia.

In the design of commercial ports, transshipment volume and capacity utilization factor are the key aspects in the economics of the project. In foreign countries, competition is a natural factor; in Russia, irresponsible and uncontrolled administrative system and a huge bureaucratic apparatus are able to suppress any initiative and destroy healthy competition. What does it mean to provide information, which contain a commercial secret, to an official who holds no material or criminal responsibility by Law? And can we, knowing that, let the officials participate in nongovernmental projects and programs? And why do we have to “invent the wheel” in Russian legislation, whilst the wheel has already been invented and is used by hundreds of millions people of the world? Shouldn’t we admit our “legal ignorance” and reapply legislations of developed countries, where the Law, above all, defends the “man” and not some member of an abstract amorphous society, and where the official will be punished so strictly that others will think twice?

If the bureaucratic mayhem didn’t hamper the implementation of projects and programs developed by YACONTO companies starting from 1990-s, dozens of Russia’s major industrial companies and hundreds of their affiliates would have been involved. And that’s on top of leading foreign companies which are an integral part of the international markets of goods and services. Implementation of YACONTO projects and programs provides the involvement of high-end technology and scientific achievements, up to most fantastic ideas imaginable. YACONTO projects and programs do not have a goal of monopolizing anything; they are carefully planned for maximum efficiency with the balance of interests of the state, society and business.

So, what benefits the “Tuapse bug” earned with his cynical lies? And what was the benefit for the citizens of Tuapse region and Tuapse city after years of their indifference to the YACONTO Integrated Program? It’s easy to imagine what could have happened if the Program, which had three building blocks: the Program itself, the territory and the funding, was implemented. But apart from those building blocks, in Russia such a large-scale Program requires the support from the supreme leadership of the country. This has a very simple practical reason – we must keep the “insatiable army” of corrupt officials away from the Program, so they cannot pillage the attracted investments.

After the political decision to support the YACONTO Integrated Program is made by the Supreme leadership of Russia, we would need: 3 months for preparation works, 3 months for pre-project works, 6 months for the design of main facilities of the Program and 24 months for their simultaneous construction. These terms are reasonable and have been previously agreed with a leading global company for designing and construction of such facilities. Design and construction works will be carried out by distinguished international companies who will attract those Russian industrial companies which are capable of producing world-class products. The terms and conditions for business partnership with foreign companies are strictly confidential and contain a commercial secret.

There’s no need to duplicate the YACONTO List of Projects of 09.05.2005 and the Addendum of 03.02.2009 to the Explanatory Note for the YACONTO Integrated Program of 09.05.2008, published on www.yaconto.ru. However, let’s focus on the information that could be interesting to all citizens of Tuaspe region and Tuapse city. The construction of the YACONTO Port will be carried out according to the YACONTO List of Projects of 04.11.2006 (with clarifications and addendums) without the creation of a Tuapse Naval  Base (TNB). The YACONTO Integrated Program, in particular, provides for: construction of a modern, highly comfortable residential area; withdrawal of Tuapse – Adler transit automobile traffic from the Tuapse city; of a new college to train professional staff for the “YACONTO Port” and its infrastructure companies; of a Marine College for the sailors of a civilian fleet, construction of a monorail so that the workers of the YACONTO port living in Tuapse district and the city of Tuapse can easily commute. When polluting facilities will be moved outside the city of Tuapse, their owners will be offered a form of long-term mutually beneficial partnership which nobody would want to reject.

The YACONTO Integrated Program will provide support for small businesses which will play an important role in the functioning of large business. The implementation of the YACONTO Integrated Program provides funding for small businesses of the region, without any obstacles, delays and coordination with the bureaucratic structures. For reference: the Program provides conditions for the creation of a free economic zone, which will provide an intensive development of a specific region with maximum efficiency. This program can be implemented in any suitable place on the Black Sea coast of Krasnodar Territory. The concept of the Program can be applied to the Far East and Northern Russia.
